| Just had this problem and solved it for me. Each world has its own:
# Unclaimed Zone settings. unclaimedZoneBuild=false unclaimedZoneDestroy=false unclaimedZoneSwitch=false unclaimedZoneItemUse=false unclaimedZoneName=Wilderness
Go to {your server folder}\plugins\Towny\data\worlds\yourworldconfigfile.txt (x3)
Inside the worlds folder there will be a txt file for each world. Reconfigure the above 'unclaimed' values to true (your preference) and you will be able to build.
Don't forget to restart your server. | |

| Maybe you need to change that to true? It's a towny problem though. You aren't allowed to do anything in unclaimed land if your not op.... | |

| Towny's like factions, except it allows people to make a town more like a town. Its less war prone and is good for starting players to live in. So, essentially its like a really big faction. | |

| Is it any good? Should we have it? Or is factions and mcmmo enough? | |

| You could have it, IF you can get it to work... There's no ally and enemy, so its kind of overpowered... But you could make it cost a lot of money to make a town. | |
